CHARGED BUT NO HANDSET

I applied for an upgrade and requested the Samsung S4, this was done on the 8th May. I was told the delivery time would be 5 to 7 days. I still have no phone, my emails go unanswered, every time I phone the call centre I get told another 48 hours, it is now the 22 May 2013, if I ask to speak to a more senior person, they are ALWAYS in a meeting.
I have received my monthly account and see I have been charged for an upgrade, ...but I am still whithout a phone. For more than a month now I have been told they are upgrading there is system??? what has that got to do with the delivery of my phone???

If you phone Virgin Mobile they give you a pre recorded shpiel about "NOT THAT WE DONT TRUST YOU, THIS MESSAGE IS BEING RECORDED"
PUT YOUR MONEY WHERE YOUR MOUTH IS VIRGIN MOBILE... I DONT TRUST YOU...
