No Delivery But Billed for Insurance for 2 Months

On the 05 March 2013 I ordered a Samsung Tablet with FNB, this was after settling my existing device.
To date I have not received the device from FNB. However I have been billed for the insurance (March and April). The insurance was meant to be lead for me to be called back and explained too about the cover available then make a choice.

I have phone the smart phone line 0860102970 numerous times to no avail. Today I spoke to Tero call REF (RB13040237592) who was not helpful but referred me to the courier company (011). I called the number several times no one answered the phone.
I then phone the call centre again spoke to Lindiwe, who placed me on hold and later terminated the call.
I phone again spoke to Ntabiseng who advised me there's no order on systems. I asked her to call her senior. Natasha (her team leader) come to the phone after no less than 7min and promised to get back to me today by
