No feedback from FNB Smart device devision

FNB advertise a promotion in June if you open a new a/c you can get the Samsung Galaxy S4 @ R299.00 PM with a bundle deal, I got my phone and my Cell C sim card for more than 2 months now and I still cannot get my sim activated, I have spoke to more than 20 people but no one can assist me the last I spoke to a team leader Natasha she said that Cell C had a problem with activating, Which I DO NOT belief, she said she will check it out and come back to me that was on the 30th Sept to date I have not heard from her I called her 8 times but they do not put me through to her and she has not returned my message call.
please help I do not know where to go from here because they told me that Natasha superior is Paul but they do not put me through to him and Paul superior is the CEO and they do not have his extension!!!
I got a phone and I got a Cell C sim card that is NOT activated for more than 2 months and I am paying every month please who can help me all I want is for my sim card to be activated!!!
