PAARL - Frequent Issues with Broken and Missing Cigarettes in Packets

I bought a packet of Rothmans at a small shop near us. I found one cigarette broken inside my packet of 20 and one cigarette missing. It's not the first time it has happened that I found a broken cigarette, but to just leave it like that every time is not right. I'm paying R40 for a packet of cigarettes.
