Home Loan Application not proceeding

I walked into the staff banking Simmonds Street branch about 14 th of November 2013 weeks ago to apply for a home loan pre-approval. I am a foreign national with permanent residence here in SA. I have applied for an ID and am waiting for it to come out. The branch accepted my application then informed me it would take 2 weeks to process. I confirmed with them they would contact me with the results and I would not need to contact them. 2 weeks passed without contact on the 21st so I called the call centre on the 25th followed the automated responses and learnt my application was finalised as not proceeding on the 19th of November. I then spoke to a consultant to find the reason why and was informed Standard Bank does not offer loans if you do not have an SA ID. Why could the consultant I dealt with tell me straight away? Why did the home loans department take a good 5 days to reach this decision seems simple enough for me? Why did I have to call them and not the other way around as they advised? I have been a Standard Bank customer since 2006 so when it comes to my salary no ID is necessary. Moreover I have worked for Standard Bank since 2009 one year off and so am very disapponted
