Inefficient Service and Lack of Commitment from Medical Worker

The medical worker at this facility, known as "Given," is supposed to help people. However, he only manages to assist three people from 8 to 12 o'clock daily. He leaves his office every half hour and stays away for half an hour before returning. He is very lazy and unwilling to help. This has been happening for over a year, and every month I come here, it's the same.
