Failure to provide information

I upgraded my contract telephonically and received my new phone. However the call centre agent gave me incorrect information. She said my package from business to Smart S plan would take effect on 01 April. Unfortunately she forgot to tell me that because of my gap status from the very 1st time I took out a contract with Vodacom that it will only be migrated to the new one on 24 - 04 - 2013. I was using my phone thinking i had this data and free sms's and minutes but now I'm sitting with a bill I ddn't budget for. If i had not phoned to check my account balance then I wouldn't have known. so who is liable for this extra charges???
