Bad service response

I aplied for a transfer of my contract from my mother's name to mine on the 15th of December. After a number of attempts to find out what is the status everyone just say they will find out and let me know. I never hear back from them. If I call back they say it is getting processed. It is 3 weeks that it is being processed. Should it take that long? Why don't they jeep me up to date??
