Prepaid data top-up near impossible

I recently purchased a pre-paid data device from Neotel; however I'm finding it nearly impossible to buy data vouchers. One cannot do it online or via the customer care centre. There are a number of stores which are supposed to sell data vouchers, including Woolworths and Edgar's, however after enquiring at several of these stores we were told they have not even heard of the vouchers. When I called the Neotel customer care centre to enquire I was told to try some more stores or be patient until the stores I went to get more stock. How can Neotel sell a product which they cannot service?
