2 weeks of being misled and now ignored

On Mon 28th Oct I renewed my TopUp 135 contract at Vodacom Fourways Mall. I paid in for a Samsung S3 Mini but was told that there was no stock but they were expecting stock on Tues 29th Oct. I signed & paid in full.
On Tues (29th Oct) afternoon I went to collect my phone but was told that stock had not arrived but would be arriving the next day, Wed 30th Oct.
On Wed (30th Oct) afternoon I went in again & was told that there still wasn't stock but that it would definitely be there by Thur 31st Oct.
I returned to Vodashop for the 4th time on Sat 2nd Nov & was told, once again, that there was no stock but they were expecting a delivery on Tues 4th Nov. I was told they would call as soon as stock arrived.
It is now Mon 11th Oct. I have received no phone calls, no SMSs & no phone. I have, however, made 4 trips to Fourways Mall, been to & mislead on numerous occasions & now totally ignored.
I feel that my phone should now be delivered to me within the next 24 hours. The administrative fee should be waived, because clearly no administration has taken place. Should a Samsung S3 Mini not be available within the next 24 hours I expect a Samsung S4 Mini to be delivered in its place.
