Poor upgrading service

I am trying to upgrade via call centre for 2 days and struggling. Keeps cutting me off, even by email there is no response.
Call centre agent that generated the upgrade quotation informed there were no upgrading fees but the quotation says otherwise.
My average bill is R1200 a month and this is the poor service I get.

Will be moving to another network.
