Sim has never worked

On the 5 october 2011, i bought a cell sim card . i paid R50 and was told i would get R100 airtime.in dec 2011 I went to the Adderley street branch and they reported it to customer service . but tthe branch said they can not refund other branches sales. the sim still does not work . the no on the sim is8927 0731 00703966 380
