Illegal taxation on household goods

After living abroad for almost 6 years, SARS taxed us on household (used goods) that where sent from China. 4 Boxes sent, all cleared with the 180 day policy but one we had to pay full import tax.
After confirming that the POST OFFICE had to get clearance certificate from Customs, they were unreachable by the post office. Mosa Leeka from Mooinooi Post office tried phoning daily, but could neither get any feedback from them (seeing that the call centre gave no reply) nor could they give us an explanation of why these fees had to be paid, seeing that we had proof of us being out of the country more that 180 days a year.
What to do? The amount had to be R31 - turned out we had to pay R606 for the release of the package... still no explanation!
Don't know who is REALLY responsible. Post Office SA or Customs. I guess the one as responsible as the other.
