Can't get through to the customer car cente

I've been trying to get through to the customer care centre of 011 5646827 for insurance for over 2 weeks now, I've wasted airtime, listening to a voice mail note that says "tea and coffee is on the phone" I even tried going through the 0861112962 number and it just beeps when I choose the submit a claim option!

I would like a refund of the debit they made on my account on the 25th of November, I've submitted all the requested documents and have received no feedback.
