NO data for existing clients

I would like to know HOW can virgin sell a NEW contract with airtime and data bundle BUT for existing client they cant add data to there contract. They go data bundle plans at last after such a long wait yet to find out if you want to use your data you have to put the sim into another devise OR take out your sim and change it to the data sim.

I meant really why cant Data bundles be added to your existing contract and not use up ALL your airtime.
The virgin must not sell phones using data if there are NO data plans. I been n client for almost 8 years with Virgin and thinking to cancel soon of at the end of my term due to poor service.
