About refund and about calling back

Virgin mobile had promised to refund an excess of 14 months @ a rate of R120.00/pm that I have paid totaling R1.680.00 and they have not done so. I have called in numerous times and non of the consultants have been of help, instead they have been referring us from one consultant to the other until airtime runs out. What more needs to be done for this pattern of dishonesty.
