MOBILE NUMBER TAKEN???

I have had a Cell Number that i had on contract that was eventually RICA'd to prepaid, this was my spare weekend number, this number when i went to upgrade to contract last week i am told the number no longer belongs to me - it belongs to sum Guy in JHB

I need some clarification as a matter of urgency on getting my number back.
