How difficult is it to activate a SIM card???

I am hanging up on the activations department after 48min waiting for the next consultant.
Where do I start. It took 2 weeks to get delivery of my SIM card (questionable who was at fault)
The sim was incorrect even after specifically putting on the order that it needed to be a Mini sim for a iPad
On Wed I swapped the sim for the correct size one (at the store) which took 1 hour after I got to the front of the queue.
I have been in contact with Vodacom too many times to mention since then.- Fri AM a consultant said he would get hold of activations dept for me.
He later called back saying that he could not get hold of them & would send them a mail to activate my sim.
Still nothing - I called 111 and they put me through to activations 40min ago.
IS THERE ACTUALLY AN ACTIVATIONS DEPARTMENT? Vodacom employees can't even get hold of them.
I am at the end of the road on this and don't know what I can do next. It can surely not be this difficult?
I am so disillusioned with Vodacom right now!
