Bad service form Customer Care centre and billing

It was about my billing on my Contract.
The day I took my contract out on the 03.12.2013 myself and the Game Consultant for Cell C phone the customer care centre to make sure that I get my limit on what I got for my contract which was 100 min 100 sms & 100 mb that was all I wanted was what I benefit out of my contract. So the consultant confirmed that everything was set and I will only get that & not get billed for anything else.
So when I check in December my instalment did not go off and I phoned in to confirm why not and they said that I will only pay in January. So in January I kept on checking if I got billed or not and the one afternoon when I checked I was billed but not R189.00 witch my contract is, I got billed R396.00 and I phoned in and asked what is going on, so I spoke to many consultants in the Customer Care Centre and the billing department where they said they will listen to the recording what happened that day I even spoke to the credit department and no one came back to me with a solution. I even asked for the Head Office number yesterday to speak to someone there, so that I might get results but when I went through to the CEO Department the Consultant Sipho bad bad
