Lack of customer service and incorrect billing

I've contacted Cell C over a month ago (first of mancall made on 1-3-2013) wrt debits that went off my account for a contract that I took out for my sister in December. It's a Top up contract so i pay a fixed monthly amount for the contract & once the free airtime has been used, my sister would have to load more airtime. Cell C has this wrong & I have been billed for calls that my sister has made. She was allowed to continue making calls & i have been billed almost R1000 since December! I have written confirmation that I am on a Top Up package & shouldn't be billed for calls but the error has not been corrected as my account was debitted again at the end of March. I don't receive accounts. Everytime i call into the call center i have to repeat this situation to the different agents who tell me that someone will call from the billing department between 24-48hours, this NEVER happened! i received 1 call after 2 weeks from a lady who told me that i misunderstood the contract & should speak to the manager of the store I took the contract from! i keep calling the call center and nobody calls me back & there's no way to reach the billing dept.(case ref. no 3031905109).
