Paying for something i didnt received

I have done an upgrade with vodacom 3 days ago they promise me an 8gb memory card with my phone i received my phone and not my memory card i have been struggling 1 hour and 10 min to speak to people to help me the total people i spoke to was 11 in total nobody could help me.

do you think i can refuse to pay vodacom? there where terms for me to upgrate and that was one of thee terms and even on the vodacom website they promise you a free give or a phone or a cover etc. what must i do?
