Vodacom Call Centres Unhelpfull

After trying to upgrade using the Vodacom website, there was a mix up with the delivery and I never received the phone.
The courier company sent the phone back to the Vodacom warehouse where they logged it as returned (it shows on their systems).
But now it shows that I have upgraded on the system eventhough I never received the phone.
I was told to phone Vodacom upgrade department (082 1959) so they can reverse it. When I phoned them I'm told to phone Vodacom Online (082 178 44) because Upgrades can't do it. When I phone Online they say I must phone Upgrades because they can't help me.
I've phoned them everyday for 2 months almost and this is the case everytime. Neither department can help me and then tell me to phone the other department.
Basically there is nobody at Vodacom that can help me.
Have asked for supervisors by they always promise to phone me back or send and email to have it resolved.
So far no call backs or changes.
I am however on my new contract and paying for a phone that I do not have.
