Vodacom
Porting Declined

Hi, I wanted to port to cell c from Vodacom.., I went to the cell c shop in Randfontein...
they got all my info and did the porting from their side, I got a sms to say: Thank you for your request, etc.
then I got another sms: Sorry, your current operator has declined your port... I phoned
0847678287, they told me that my new sim is not rica`d, I went back to cell c, they say it`s done from their side... it`s Vodacom who declined it..., and the same for my wife`s phone, wer`e waiting...
I really don`t know who is at fault, Vodacom or Cell C..?
