Delaying/Not Allowing porting to another network

I'm currently on a vodacom prepaid contract. I've acquired a Cell C post paid contract and have been attempting to port my mobile number to Cell C over for the past 2 days. The port request is being disallowed by vodacom and each time that I engage with the call center I'm advised that a different problem exists and that they will log a fault and get back to me.

I still cannot port and receive no positive response. Yhis seems like vodacom is intentionally restricting my option to port.

Is this legal!!!
