Delay to collect cellphone

I have applied for an upgrade over the phone and got the phone within 2 days but I didn't like it which I phoned the call center and informed them about it and was promised that it will be collected but the first lady I spoke to was a bit rude and she transferred me to the relevant department.
I have phoned twice already to make follow up and i'm promised that it will be collected but nothing.
my problem is that I have been waiting from the 9th of September till today and I have already been billed for it but nothing has been done
