Mobile upgrade confusion

I received an sms to inform me that I can upgrade now. I went to Vodacom Shop Main Street Jhb (Absa Campus) to be informed that "THEY" made a mistake and that I can only upgrade in November. I sent a copy of my sms to Vodocam myself to be reminded that I can upgrade on 14 September 2013. What do I need to do? It seems that the people in the shop are just hoping that you would disapear altogether.

When I call 0821959, I get instructed to go through all the options, just to be told in the end that the Call Centre is unavailable - Please try again later. This has been the situation for two days now. My goodness!
