Internet Inhibitor??

I upgraded to a Galaxy S4 last Tuesday 16 July at Cape Gate Vodashop. I did a sim swap to get a micro sim card and purchased a monthly data bundle. My sim card was then activated, and I put it in my S4, and I have not been able to access the internet whatsoever. I went back to Cape Gate Vodacom, the lady said I should go to Tygervalley Vodashop, I did. They sent me to Canal Walk. Canal Walk sent me to Tygervalley Data Shop. The Data Shop said I have an "Internet Inhibitor" on my phone however when we phoned Vodacom call center, they could not pick up anything. I then went back to Cape Gate Vodashop, where I was told I had to do another sim swap. I paid to do another sim swap, and guess what... I still have no internet on my S4.
All I want to know is WHY my brand new S4 does not have internet and NO BODY can help me!!??? I have been courteous and nice, but am now absolutely FED UP.
Surely there must be a solution, but I am done driving up and down, taking time off work and spending HOURS (FOUR hours was the longest!) at Vodacom where no body can help me. So by the look of things, you only get efficient service by posting on HelloPeter or social media.
