Promises, no results, the incompetence continues

So after a lengthy struggle Vodacom undertakes to refund payments over the limit they never set on my account "as soon as the June invoice is finalized." That was supposed to happen on the 4th of July today is the 18th and still no action from them, apart from putting a hard lock on my account.
