Failing to lock my contract as requested

I upgraded my contract in July to the SmartS contract at R399 pm. I told the consultant i did not want to pay any more than that and she made me sign a form to limit/lock my contract for an extra R50 making my monthly instalment R450. Vodacom has however deducted over R560 per month in August and September. I decided to follow up on this and I was told my contract was not locked because I have not used all of my free data bundles. WHAT DOES THAT HAVE TO DO WITH ANYTHING?? I requested the limit in July for a reason... I HAVE A BUDGET. Why am I being charged for saving? No one told me I have to use all my data bundles in order for my contract to be limited. I expect a refund.
