Applied for Top Up contract and received open line

Hi! A few weeks ago, I applied for a top up 200 contract for a Galaxy S3. The approval process for some odd reason took a long time but when the approval came through, the contract underwritten was an open line contract. Now that is NOT the contract I asked for and when I said that to the MTN staff member, he said that they would change the open line to top up and it's just a matter of a few days. 2 weeks later, here I am with no approval from MTN side, no contract and indeed no phone. I follow up almost everyday with MTN and have visited the branch a few times too but the response is cold and the actions of MTN indeed are third world.

I'd like a Contract approval ASAP and a formal apology from the side of MTN for a poor showing of customer responsiveness. I'd like to spend no more money visiting the eastgate branch or waste my time calling MTN. Is it honestly that hard to get a top up 200 contract for a s3?
