A 2week delivery, RTS, resulting in a 4months wait

I ordered a Xmas gift via eBay, 7th September 2012.
The estimated time for delivery was 18-24 Sep '12.
During this time, I kept a check on the tracking status and called SAPO, but was told this parcel was not found and that I should be patient as there are often delays with international orders.
I waited a few more weeks and upon further investigation, I was referred to customs/EMS and was then told that the parcel had in fact arrived at the Mutual Park PO (Pinelands), but was sent back, 'RTS', because I hadn't collected it.
I was shocked to say the least as I was not notified that it was even here. I had supplied all my information - name, work address (I work in the same building as the in-house postal service), email, contact nu's etc. I had followed up with SAPO around delivery date and was clearly misinformed.
I had paid $36.00 for the shipping and it had been sent back to the USA - by snail mail.
SAPO/ICASA had then apologised and promised to have it sent back once it arrived in NY on 23 Dec '12. Since following up, their instructions weren't followed and the item was delivered to the sender. They now have an attitude of 'tough luck' and consider the matter closed.
