No Till Service as advertised / Unhelpful attitude

For the first time in 6 months since I have opened my account I want to withdraw money from a till. Ok good - so the cashier starts the procedure. Card inserted - DECLINED. Not even an option of typing in my pin - and he first thing the cashier asks me is if I have reach my daily limit - Note: this would have been the first transaction of the day. If this was the reason then there would have been an option op typing in my pin. So - declined again for a 3rd time I went to Capitec Bank Silverlakes where they only said - please take a seat to wait till the consultants can help me. If this happens - can't capitec then assist me by withdrawing money without having to pay the full amount for the transaction? This is pathetic!!! Telling the branch that I will then lodge a complaint in order to get proper feedback I got a "Whatever attitude" back in return. No sense of importance to help one of their clients.
