Credit Card Account taking forever to close

I called the Discovery Card Call Centre and put in a request to have my Credit Card closed on the 27th of November 2013 and I was told that it would take 5 to 7 working days to have it closed.
I was further told that an Account Closure form will be e-mailed to me. Two days later no form was sent. I had to call again on the 29th and only then the form was e-mailed. I quickly filled it in on the same day and e-mailed it back.

On the 9th of December I called to check the progress only to find out that the account was still open and I was promised a Confirmation of Closure letter will be e-mailed to me, the reason cited was a Credit balance that had to be transferred to my Personal Bank account. Again no letter came through.

Called again on the 10th of December and then I was told that it will take another 7 days to close!

10 7 days and counting...

How long do I have to wait to have this account closed?!!!
