Requested account to be closed, it was never done

I cancelled my credit card with Discovery a year ago, I was told a letter needed to be sent to Discovery to close my account which I sent. I paid my balance in full and got rid of my credit card. A year later Discovery re issued me with a new card which i never accepted delivery of. They called me more then 8 times and 3 times I told them to send the card back, I ignored the rest of their calls because I felt I was being harassed by these people. A few days later i received and SMS from Discovery saying that I owed them R373.05 . I called on Monday and was told it was for service fees!! I asked Discovery to close the account and filled in a form. I am still waiting. They acknowledge receipt of payment but no one has contacted me to confirm that my account has been closed. If you can avoid using Discovery Card or anything related to Discovery avoid them. Fortunately i convinced my husband to cancel Discovery medical aid which he did and he has no regrets. Next step is to cancel his credit with them.. All I want is to have my account closed, I have to waste more time tomorrow calling their call center. As long as discovery can keep you in debt they are happy.
