My own money- bank atm not up to standard

I am very disappointed with my bank. I transferred money via instant money voucher from my own account and I did all the steps and put the amount in of R1690.00. Within a couple of minutes I did receive a sms with a money voucher. I tried to withdraw the money but an error occurred and so I went in to the bank to do an inquiry. At the bank it was a procedure first in the inquiry line and then a guy assist us at the teller trying to withdraw this amount. Unfortunately the same error occurred so he went in and phone. According to the person he phoned you are not allowed to transfer that amount of money, and for them to rectify everything will take approximately a week. All that was taking a hour and a half and I was still at work just to find out I cant have my money. First off all why didn't the atm machine gave an error message to state the this amount is not accessible. I need this money to pay my home loan today because I have an agreement to pay today and they I did call them and they said they will not give me an extension. I am supposed to run around now borrow money somewhere but I do have money. If my house goes on auction I will personally held STANDARD BANK responsible
