Avis taking customers for a ride

A few years ago my insurance hired a car for me to use because mine was in fro repair, on returning the hired cars to Avis they check the can and told me that they will deposit my money into my account but later on the day they phoned me to tell me that I did not pour fuel in the car which I did (Full tank of Fuel)

Fast forward to year 2013 similar incident - My insurance hired a car from the very same Avis Branch in Hatfield as my car was at the panel beaters, on return of the hires car to Avis, I had arranged with Avis to collect the hired car at the panel beater (Mid-City Autobody) at exactly 16h15. I got at Mid-City 16h10 they were not there and only arrived at 16h58. Collen (Avis driver) inspected the car and confirmed that all is Good 100% including fuel (Full Tank - which i took the picture of fuel gauge). Avis Hatfield only reimburse R540.00 into my Account instead off R750.00 (Deposit) claiming again that shortage to fuel in the car. Now, is this they Avis Hatfield take customers for a ride by always claiming fuel is not full when the hired vehicle are returned. I referred this matter to Avis HQ (Customer Care), to date I'm still waiting for my money.
