Over charging customers

I Applied my Baby's passport on 30th of October and on the website its showing Processing time is 2 months. When i went to get the status after 2 months they saying minimum 2 months and they advised me to go Indian consulate to get the status and i went to Indian consulate and they said the passport is ready and its dispatched to BLS offices on 9th of December.and then i tried to phone the call center they saying its not yet ready
