NO VISA OR PASSPORT RECEIVED BACK OR FEEDBACK

I assist our company''s employees to obtain visas to visit our Head Office in France. A young gentleman applied for a long stay visa on 12 April 2013. Up to today (25 June), he has not received any feedback from Capage whether he has been granted a visa. He is supposed to fly on Friday, 28 June to France but still no visa or passport. Trying to phone is impossible - when I try to select an option on the phone it does not register. I keep on listening to the voice recording. Tried to email them, no reply. WHAT MUST WE DO? The online status only states "DEPOSIT TO THE CONSULATE". This I suppose means the passport and visa application has been sent to the French Consulate but really... 2 months later... Service is pathetic!!! We will have to cancel his air tickets and pay high penalties because someone is not doing their job!
