Vodacom fail to delive

My daughters cell phones were due for an upgrade, on the 2nd of April I went into pinelands vodacom branch to order the 2 blackberry 9320's for R169 a month contract as was advertised. I sent an email with the contract numbers, confirming the order, because they didn't have stock. At no point did anyone respond to the email for phone me.
After phoning numerous times they confirmed they had received the email and the phones had been ordered.
When I phoned again they said that one phone had arrived. I checked at another store, they had stock so I asked pinelands to get this stock, which they did, but didn't bother to let me know!
I went in to see if the phones had arrived (25/04) the phones were both there but they said management had told them we couldn't have them on the R169 special, it is now R199 per month. Even thought the phones were ordered while the special was still running.
I've considering swopping to cellc, they have the same 9320@R169 /month, but it is an inconvenience and we've been happy with vodacom in the past.
After 3 weeks, numerous phone calls and going in to the shop, even though friendly and helpful, there was no service delivery at the end of the day.
