Not being able to upgrade handset

I have had a contract with Vodacom for 7 years and have never upgraded and got a new handset. I took the contract out for my mother and am the one who pays for this contract. Last year I got a call from someone from Vodacom who told me that I qualify for a new rate on the contract which I happily accepted. What I wasnt told was that this was an upgrade which didnt include a handset (I was advised at the time that the phone call was recorded). My mom's 7 year old handset was taken during a very traumatic armed on monday night (8 April 2013) and when I went to get a new handset and 'upgrade' I was told that I can only do this in 2014. Surely being a client for 7 years on contract and NEVER getting a new handset I should qualify for at least 2 handsets. I need this resolved A.S.A.P
