Impossible to blacklist business phone

My phone was on Wednesday night. I called the call centre at the time and had outgoing calls barred. They said to call the business call centre the following day (21/03/2013) to get it blacklisted and that the business department would be open from 9am - 1pm. I spent the entire 4 hours on the phone getting passed around to at least 15 different people - ABSOLUTELY NOT ONE OF WHOM COULD HELP and all of whom gave conflicting stories and numbers. I had to give my details at least 15 times. In frustration I eventually went into a Vodacom store (Craighall Park) only to be informed they couldn't help me either as it was on a business contract. Merlyn at the store called the call centre for me and also got passed around, hung up on and got no resolution. Unacceptable as the police will not open a case without an ITC number - and I have the location of the phone on my computer through the 'Find My iPhone' app!
I tried calling again this morning hoping that I could get my phone blacklisted and get an ITC number as it is a normal working day. But same thing - passed around with no resolution! Unbelievably bad service! My temp number is 0827471180 - please call with resolution.
