Trying to blacklist a phone Nightmare

I had a break in at my house & 1 off the items that were was my late husbands cellphone, he passed away 2 years ago. I contacted the blacklisting department, completed the form & send it through on 22nd March 2013 along with I faxed through a copy of his ID, death Cert, my ID & the executor's letter. This number hasn't been used since he passed away, account was settled & now the number has been recycled by Vodacom & is used by someone else. I don't want the number blocked i want the cellphone blacklisted. I have been send through Blacklisting departmnet, Business contract department, deceased estates, Legal department, I'm just left to be transfered to your cleaning department & no-one can help me. What I need if for someone to go into your archives, retrieve my late husbands details & block the phone. The insurance needs this information urgently.
