How can you charge for something that you cant fix

On 28 January 2013 I took my blackberry 8520 handset to the vodacom repair shop at Festival Mall, Kempton Park. They told me that they would send it to the Vodacom Repair shop in Fourways. On the 1st of Feb I called to find out what was happening with the phone and they told me that it was ready for collection. Upon collecting the phone, I had tp pay for "repairs" of R695.49. I colleced the phone and when i got home to test the phone the exact problem continued! I took the phone back to Vodacom festgival mall and they said that they would send it back to Vodacom Fourways. I collected the phone again and it still had the same problem. I returned it and asked if the phone was actually fixed after paying almost R700.00. Vodacom Festival Mall told me to go to Fourways directly and sort it out. Why must I as the customer run after Vodacom. Why do they say they have fixed the phone and they have not. Why charge me when they cant fix it! Why must I do the running around! what kind of service are they providing. Vodacom Fourways say that they have replaced parts and worked on the phone. I dont think so. I would like the phone fixed and if they cant then they need to give me a new one
