Telkom charging for self install of ADSL

I requested my my line to be activated again in Jan and to have DSL activated as well. I told the person behind the desk I have EVERYTHING ready in my house and I will do a self install. No need for a technician. Today my line was cut as it went over the credit limit as it has not even reached the first billing cycle and after inquiring as to why I found out that I was charged for a line installation and a DSL line installation. I beg to differ as everything was already there. Telkom only had to activate me on the DSLAM which is something you cannot seriously expect customers to be paying for.

After a long tedious discussion on the phone I have had the telephone line installation fee reversed but for some reason I am still being charged for the DSL installation. NOBODY installed a thing at my residence so what exactly am I being billed for?
