INSURANCE CLAIM QUERY STILL NOT RESOLVED

My mom lost a cellphone in December 2012 and did all that was requested of her to do and went to the Jabualni Soweto Branch to have the documents faxed. But to her suprise when she went to the branch on the 15th of Dec she was told that cell c did not receive the documents. A guy by the name of Kwanele re faxed the documents and promised to call my mom back. Today its the 13th of February 2013 Kwanele has not contacted my mom and each time when she calls she is always promised a call back. So now she has managed to get hold of the head office as the guys from Jabulani Mall told her she is not allowed to call Head Office as they are the only ones that communicate with them regarding insurance claims;the strange thing is that how can u not be allowed to communicate with a higher branch if there 's no service at the lower one? Anyway after a full month my mum still does not have a phone;the case now has been handed to someone else at their Hean Office i just wonder what will happen we re approching the end of this month how long must a person wait to have a query resolved?
