Upgrade nightmare

I'm due for an upgrade and went to a Cell C store just to be told as a "loyal customer" I do not qualify to upgrade to an I-Phone 5. I decided to contact the Upgrade call centre that takes forever to answer. I spoke to a lady who assured me that I can upgrade to my chosen phone, and that she has taken my details. As they did not have stock at that moment, she assured me that they will phone me before delivering. She also said it should be before end January. I waited patiently for the call - but nothing. On 31 January I send an e-mail request, as well as called the upgrade centre again. When my call was answered eventually I was told that there was no order in my name for the I-Phone 5, as a matter of fact, it just stated that it is my last month on said contract. I was totally stunned. She then promised me that before the end of that business day, a sales representative will contact me to sort this matter.
Unnecessary to say I'm still awaiting this call.
I have indicated several times that if I cannot get this phone, that I wanted to cancel my contract. Now the month's notice period has come and gone due to incompetence of this service department.
This is unacceptable service.
