Please Help

I have a problem if you could please assist.

My friends father received a cellphone (Blackberry) from he's work, it is on contract with Vodacom, the contract is on the employers name, they received a bill for data used in November 2013 for around R4, 000. which is unusual as he's dad struggles to even make a call on an phone, the employer has now created a disciplinary hearing to recover the funds from him, however we are not able to even see which websites where entered or even why so much internet was used for a phone where he didn't go on the internet.

Could you please advice on what the way forward is for an investigation, into firstly if the data was actually used, and secondly for what.
