VMSA sells a contract for a Samsung Galaxy Siii mini for R199. Together with this contract, their website advises that you get R150 airtime, 30 smss and 200mb of data per month. Their Ts and Cs talk about monthly included Value and their rates document has a column for "included value" which includes airtime and comes with the subscription price. Taking all of this together one understands this to mean that the airtime of R150 is included within the R199 subscription. When I finally managed to get hold of my statement (this is another issue which I won't go into here) I discovered that they were billing me the R150 airtime every month irrespective of whether I had used it or not. When questioned, they told me that this was a "minimum commitment". Nowhere in their advertising or contractual documentation is their deal characterised in this way. This is effectively misselling and breaches the Code of Conduct for Electronic Communications and Electronic Communications Network Services Licensees. Unless something is done pretty smartly, I will be taking this up with ICASA.
