Not getting the airtime I paid fo

For the last 3 months I have not recieved the airtime I have paid for. Every time it has been less than the airtime that was on the contract. After quering it twice was told I did not use up myrevious months aitime so now I get less airtime but am still paying for the stippulated contract price. This is blatant from CellC side. I pay for R150 and get R 49 . How can thos be justified. If I use all my airtime or not. Iam still payingR150. Per month therefore CellC is in breach of contract.
