Promised to get free airtime and R1000 in cash

My father was called by a Vodacom consultant on the 30th Jan 2013, was informed that they picked up that he was buying a lot of airtime, is a loyal client and has won free airtime and also an amount of R1000 will be credited to his bank account. My father requested that she (consultant) speaks to his daughter as he does not clearly understand English, the consultant bluntly refused and stated that its a confidential matter. She requested to call him later. Round about 6pm the same day she called my father 'sold this to him again' and requested for his account number so the money can be credited to his bank account. Yesterday my father checked his airtime balance and found that he had R230 (WHICH HE THOUGHT THAT WAS THE AIRTIME HE WON PER THEIR CONVERSATION). At 22:47 on the 1st of Feb 2013 he received an SMS 'REMINDING' him that an amount of R120 will be deducted from his account on the 1st Feb 2013 (today), This 'so called reminder' was sent after the 'DEBIT' . This basically means that my father was conned into getting a contract with Vodacom without his knowledge. I'm sure this must be against the Consumer Protection Act and is far the most disgusting way to make business.
